Distinguishing between uncertainty and risk can help to better prepare for emerging threats and to direct innovative initiatives to counter them.<\/p>\n<\/div>\n<div class=\"nrcb nrcb-text\">\n<p>The past several decades have seen the introduction of a number of disruptive technologies into warfare, including some whose effects are so extensive that they can be considered their own domains, such as<span>\u00a0<\/span><a href=\"https:\/\/www.nato.int\/docu\/review\/articles\/2019\/02\/12\/natos-role-in-cyberspace\/index.html\" target=\"_blank\" rel=\"noopener\">cyber<\/a>&#8211; and<span>\u00a0<\/span><a href=\"https:\/\/www.nato.int\/docu\/review\/articles\/2021\/05\/20\/countering-cognitive-warfare-awareness-and-resilience\/index.html\" target=\"_blank\" rel=\"noopener\">cognitive<\/a><span>\u00a0<\/span>warfare.
